It depends on your character build.
# If you are playing a dex dual wielder, than may be rose's thorn in the main hand and thorn of the dead gods in the off hand is a good choice in terms of dps.
# If you are building a strength based warrior DW, then two full sized weapon is good if you want more damage per hit, although your attack speed will be a bit less than two daggers, or a sword/axe in main hand and dagger in off hand combo. In short, if you like to use a lot of talents, you can use two full sized weapons as talents are executed with the fixed speed of the attack animation, regardless of the speed modifier of the equipped weapons.
#If you are building a cunning dw rogue with lethality, then you probably won't have strength high enough to equip full sized weapons, so two daggers may be your only choice. Although cunning based rogue will have higher damage per hit with larger weapons, but backstabbers are better off with daggers for the superior attack speed. Another option is to use full sized weapons that don't have any str requirements such as the maric's blade; using maric's blade with roses thorn in off hand will give you a speed modifier in between that of a dagger and sword which is good enough, and more damage per hit.
The choice actually depends on your style of play. If you are a rogue focussing on backstabs daggers are particularly effective with great crit/backstab bonuses. If you face enemy head on using lots of activated talents, specially so for a Warrior, consider using two full sized weapons, or a full sized weapon in main hand+dagger in off hand.

Pretty much what Blazomancer said. I would eliminate a few options and simply put it this way though:
Strength build: 2 x Veshialle
Cunning or dex build, or any mix of the two: 2 x dagger. The Rose's Thorn (best dagger in the game) plus Thorn of the Dead God or The Edge (these two are very close and as far as I remember it's situational which one is best).

I've always gone with Rose's Thorn and Fang for city elves. Don't know if that's the best statistically and really do not care. Fang has sentimental value.

Even as a dual wield warrior I prefer twin daggers. The attack speed from momentum and the damage boost from berserk is really good. If you spam talents than yeah you can use full sized weapon(s) but, I don't see much reason for that, whether you're a warrior or a rogue.

Just for flavor I guess. I also prefer double daggers.

i'm currently using topsiders honour and oathkeeper in my off hand.
Topsider has a +5 fire dam, +25 physical resistance and +6 damage to darkspawn
Oathkeeper has +4 electical i think.
Haven't really considered any accuracy or damage penalties i just wanted two kick**** weapons

I went with a dex based DW Female CE Rogue:
I used Rose's Thorn in main hand and Duncan's Dagger in off hand.
and equiped armor and items to boost dex.

The optimum build for a DW warrior is max str with dual Veshialle's for the 1.1 str modifier. You might also want to look into the Keening Blade, it's easily the 2nd best non dlc weapon in origns.
How did you get 4 Topsider's honours?

He has the PC. If you use the developer's console you can have as many of any item you wish as long as you know it's code. If you don't know the codes, then there are mods that will allow you get get them as well.
