Well remember, the whole thing was based on 2 vague lines. It's not neccicaraly Normandy tech, nor does it have to be stolen. Xen could've come up with an idea to make a stealthy ship in an effort to scout out Geth space, for example.

Good to hear, looks like the answer to the OP is a firm "no".
Though, since Tali didn't do it, and the Migrant fleet mission is optional, who leaked the info? Or did the Quarians independently develope stealth ships? Given their reputation, I'm inclined to believe the latter, Xen might be crazy, but she is intuitive.

Don't know if this has been said, but cerberus was able to reconstruct the Normandy (stealth drive included). So its not a far stretch to assume that the quarians were able to get the same schematics.
