No, they're pretty much all noobs that mostly play silver...Seriously. There was a post a while back asking what builds/weapons the devs like to play and they were all mostly crap that wouldn't be effective even on gold.
I particularly enjoyed the trailer for Earth where they played the shadow as a generic sniper infiltrator. First time I've ever said "learn to play!" in my life.

Those 8 seconds are the base cooldown value at 0%. At +200%, the cooldown for Smash comes around at 2.46 seconds without additional gear and/or consumables. 2.96 seconds is still incredibly fast for power cooldown.

I'd say you have things backwards. Gigantic buffs on several guns, sweeping changes to high power gun mechanics, small but needed power changes. Meanwhile, two teeny tiny nerfs and one serious nerf.
Everyone upset about the Smash and Devastator nerfs should read this.

I'd just like to point out that you should probably expect future debuffs. The playing field is still quite unlevel, so they'll have to weaken such classes eventually. Not to spoil your happiness, but it's got to happen if they want to get the balance right, which they do.

Yeah it's really pissing me off. They give the worst powers/weapons the smallest buff which makes no difference, but then give the good stuff a huge nerf. I guess they want people to stop playing.

The buff the Pull was nice, but in the case of Destroyer and Typhoon why just release characters and ultra-rare weapons then turn around and nerf them, does Bioware not test stuff before releasing it.

Don't look at it that way, think of it like this:
Let's say that weapon A is unbalanced. On a normal class, it does very little damage and is too heavy, but on a certain weapon-based class, it is very powerful. Bioware are stuck between a rock and a hard place, if they nerf it, then the weapon is useless on all of the other classes and decent on the certain class, whereas if weapon A gets a buff, then it'll be decent on the other classes, but hilariously overpowered on the certain class. There's no right way to do the balancing to the weapon, as both causes a problem you're trying to remove. The only way to get it done properly is to level the playing field a little, to make the effect of a nerf/buff less visible on the class you don't want it to affect.
