As for the typhoon, I don't even have it, but a 25% damage reduction is bonkers. I live in fear of every Tuesday now, wondering if my favourite gun is going to be the target of the next heavy handed nerfbatting.

Yeesh. I know I'm not entirely well versed on the order of operations for multipliers, but I think I have a rough guess here. I'm also not sure if headshots ADD 2.5x or if they multiply by 2.5x. The difference would be 100 damage becoming 350 or becoming 250. If it ADDS, this would be a good bit higher.
I also didn't add in Ammo powers, since none of them are confirmed to effect both shields AND health, except Disruptor on Synthetic Health. There is also the issue of if its additive or multiplicative, and how much does a Disruptor IV do (III does +15%). IF its multiplicative, and it adds +20%, you might get as high as around 23000 on a rocket trooper or hunter.
Complicated stuff really. There is enough fuzzy area in here that it could well deal the amount necessary, but someone who knows the order of operations and status of multiplicative/additive bonuses better than I would be necessary.
If anyone wants to try their hand at this, but they know their stuff better, here is a list of factors a solo GI could use:
Javelin X = 1288
Headshot = 2.5x
Headshot bonuses: 0.2x for Networked AI 5, 0.2x for Vulnerability Gear, 1.0x for Headshot Amp Equipment
Ammo Powers: +0.2x? for Disruptor IV?
Barrel Mod: 0.25x
Geth Synergy: 0.1x
Networked AI: 0.225x
Hunter Mode: 0.175x
Cloak Bonus: 0.8x damage bonus, 0.25x MULTIPLICATIVE sniper bonus
Proxy Mine Debuff: 0.2x damage debuff

Sorry but that's balanced for ya. You can destroy the shields and still do fair damage to the enemy. The problem here is? None, you bypassed the shield and did fair damage to both enemies. Sure it COULD be better, but it is by no means useless.

The pull buff was nice for the drells and justicars though.
All shooty types got a buff for gold and platinum. Power classes are falling futhur and futhur behind.

I'm disappointed, but not surprised. The entire shieldgate mechanic makes no sense to me - it seems to exist solely to hinder single shot weapons. Enemies should be harder to kill on higher difficulties, sure... but the problem is, they already increase health and shields as difficulty goes up, to affect rapid fire weapons... and yet they're also increasing the shieldgate percentages. It should be either or, not both. (Or if they must insist on keeping the shieldgates... the percentages should be cut back, dramatically.)

It is useless compared to every other weapon in the game. I used one shot of the javelin (1/6 of my ammo!) and I took out a shield an one half bar of armor. 1/6 of the valiant's or harrier's ammo can easily kill a dozen enemies. This is anything but balanced.
