My highest level N7 weapon is the bloody Talon, at MK6, its a brick, useless. Second highest? Palidin at MK5. Its not bad, but its still a heavy pistol, and I play as Soldier class...yeah, time to dust off my Revenant, shouldnt be too difficult since its only been 2 weeks lol

Due to the warm-up, you can't use the gun on enemies that are any distance apart as effectively. If I'm shooting an enemy on one side of the floor in Goddess, and then I switch to an enemy that is on the other side, I'll either lose a lot of ammo to maintain the charged up ROF, or I will stop firing once I down the first, and then I will have to deal with the warm-up for the second enemy. All the while, I'm exposed. The nemesis is a problem for Typhoon users since one shot takes out all shields, and above silver, there are clusters of nemeses just waiting to hone in on you to prevent you from maintaining charged-up fire on an Atlas. That warm-up vs a Banshee and Marauders/Ravagers firing on you can get you taken out. Again, changes to the Typhoon's damage on the order of 25% are magnified due to the warm-up time.
The Typhoon is Ultra Rare, and BW understates just how rare it is. Most people don't have it at all, and many have just unlocked it (I'm one of those), and only have it at Level 1. It weighs a lot too, so any class that uses skills pays a huge penalty.
The Devastator Mode adjustment also wasn't necessary. Again, if people think 5% isn't much, don't take away the 5%. In some gold and most platinums, people are in tight situations a lot, especially on maps such as Vancouver and London. That 5% will decide if you survive those close calls.
Anything else I'd add was already addressed by Sp3c73r, who shed a lot of light on these changes.

Revenant still wins, the typhoon needs 1.75 secs to do 61.6 damage per round. You forgot that. And the revy can stun enemies. The Typhoon is dead now.
Typhoon has inate armor piercing.
Typhoon has a larger clip.
Typhoon has larger reserve.
Typhoon is MUCH more accurate.
And as far as the "reving up" bit? it takes a whole 5 rounds to do so...whoopie!!
5 little rounds at a SLIGHTLY lower dmg...considering the Typhoon can continue firing for longer...i think 5 rounds is worth it...
