I haven't been able to find information on the CEP playable races (brownies,dryders etc) . I have CEP 2.3 added, do I need to do anything scriptingwise?

From what I can tell, the CEP dynamic races (wemic, brownie) are mostly for either NPCs or PC in single-player modules. Drider and plant races are definitely geared to NPC use (like outsider, elemental, etc.).
Since CEP resources are not loaded in before actually entering a multiplayer server (which is after character creation is done), such races aren't available in most cases for multiplayer PCs.
They may use usable with modules that are single player or servers that use CEP and allow players to use localvault characters (I think those are few and far between).
If a server has ways for PCs to actually change their race (via Leto or NWNX), then you might be able to change to one of these races.
The appearances are much easier to deal with if you aren't concerned with actually changing the character's race. Just add a script that changes his/her appearance types to one of the new dynamic races (wemic, brownie). Brownie is appearance number 1002 and wemic is appearance number 1000.

CEP 2.0 Races Brownie/Wemic is slightly out of date, but gives you an idea of the changes required.
Shayan's Subrace Engine (SSE 3.0.6.9) can do it, as it just uses index numbers, so CEP creatures/phenotypes works as any other appearance.2da entry would, though it has does have issues with high numbers...
(a little 2da trickery can work around the limits).

I am very interested in this! If this is a way to choose custom races, classes, skills, feats, etc at character creation that would be insane!!!

The PRC is the "place" to go for custom races, classes, skills, feats, etc. I believe that the CEP and PRC teams made sure that they can both be used at the same time.

PRC is definitely awesome stuff, it adds a TON of new options to the game...
Just looked, out of curiosity, the PRC+CEP merge has a readme that says it's for version 2.2 so not sure if the PRC supports CEP 2.3 or 2.4 (ie some 2da updates may be required to see new content).
