Any way of getting points without creditcard?

as yet another person who has not actually bought bioware points it seems. paypal requires me to link a credit card to make payments to bioware. THIS IS DUE TO BIOWARE, NOT PAYPAL. THIS HAS NOTHING TO DO WITH LOCALE.
Please only post out of personal experience. I'm sick of maybes and what ifs.

When I buy games on Steam and use Paypal with a certain balance, it takes it off my balance even though Steam requires a credit card with Paypal.

I have to make wire transfers to my PP account to top it up, then I can buy games on steam or other stuff using Paypal , even the bioware points.
The thing is, how paypal deducts the money is supposed to be transparant to all clients. Either it is from your paypal account topped up manually by wire transfers , or from a linked credit card.
I do know however that each country has different agreements with Paypal, as such, using wire transfers to top up your account only became available a few years ago for my country. Before that you could only use credit cards.
But as far as Steam, Bioware, or any other PayPal supporting site goes, if you select Paypal as payment option, then they do not know where the money comes from, except that it is from PayPal.

So you make wire transfers to your PP account and then you can buy stuff without requiring a credit card? How do you make wire transfers then? Never heard of wire transfers...
