While messing around with sls2 (the scripted lighting system), I realized it really was a scripted fx (and sound) system. There's no need to have lights as part of what you're doing. Basically, everything you can do with lights in sls2, you can also do with fx/sound, the light is simply another effect.

demo video, at the end I activate and deactivate a custom vfx (the first fx in most of the video is custom as well)
