Saren was an indoctrinated villain done right. Kai Leng on the other hand...you can't tell if he's indoctrinated or just stupid.

Kai Leng in-book and Kai Leng in-game are so monumentally different from each other they may as well be separate entities.
From this day forth, Kai Leng remains in the novels, and his in-game counterpart is really his evil twin brother, Lai Keng.

I don't know about anyone else, but the name for my N7 Slayer is Lai Keng.
Anyways, Kai Leng was not forgettable to me, as he plays a pretty pivotal part in the story (leading the Cerberus coup, screwing you over on Thessia, attacking (and possibly killing) the impossibly beautiful Miranda Lawson on Sanctuary, etc.), but he was not done very well.
That being said, I really need to read the books. It's a shame I haven't.

In ME3, Kai Leng is a stupid Japanese cartoon villain who jumped right out of an Japanese anime or manga.
It's like Kai Leng from the book and Kai Leng from the game are 2 completely different characters.

As for Leng himself, I hate him, but it's pretty clear that was the point. Between the email, the smugness, the killing of Thane and the general ****iness, the developers must have realised at some point that they were basically creating a big old hate sink, so they just rolled with it. That's why we got that legendary renegade interrupt at the end of the Cerberus base, which is swiftly becoming their equivalent of the "hug Tali" interrupt in ME2.

it is cheap to take characters out of other fiction ... people loike me are at a disadvantage here.
well .. but hearing that kai leng was a decent villian in other fictions, makes me almost feeling sad and cheap that i thrusted the omni-blade into his guts ... and twisted it .. well almost.

Everyone who is near him becomes as dumb as a drunken rock on crack.
Shepard & Squad just standing. Liara could use a biotic stasis field, or Javik could use his biotics, Hell even Joker and Kelly are better in combat.

I find him mildly offensive, but Bioware has made other normal people who happen to be asian: Fai Dan, Grace Sato, Samesh Bhatia, Samantha Traynor. (Kasumi and Emily fall into the ninja and "good girl" asian stereotypes, respectively. Maeko Matsuo would have ok except for her annoying Japanglish -- "Anoleus-sama"? It's like she stepped out of an 80's cyberpunk novel written by a white guy.)

the illusive man is "scary" because of his non-physical power.... intelligence, resources, connections, untouchability. i bet hes a waif in a fistfight.
saren is "scary" because of his physical power! hes a Specter, renowned through the galaxy. big alien soldier who flies a big terrifying space ship that looks like the end of the world. saren is also very intelligent, and is an effective villain.
reapers are scary because of hp lovecraft.
kai leng is not scary in any way because his personality is childish, his appearance is extremely out of place in Mass Effect universe, his glasses are racist, he uses a katana in the 2100s against people who use plasma guns, he has no character or characterization, hes "Bad Guy X" - boring boring boring!
