Is the Lair of the Shadow Broker "love scene" with Liara taken into account in ME3 dialog, I saw a youtube video of when Shepard is first talking to her on the Normandy and she says they haven't been together in years as if LotSB romance part never happened.

It is but that scene is bugged. She is supposed to mention something about the tour of the Normandy. If you download the latest version of Gibbed there is box to check to fix the scene so Liara will say the proper line.
