Is the Lair of the Shadow Broker "love scene" with Liara taken into account in ME3 dialog, I saw a youtube video of when Shepard is first talking to her on the Normandy and she says they haven't been together in years as if LotSB romance part never happened.

This is incorrect, it's not a bug at all. They didn't include any dialogue about LotSB romance.

But if Shepard is going to be involved with someone, I'd rather it NOT play into sterotypical leg spreader fantasies.

If Liara is the LI from before (not recognized in ME2 as a paramour), then you can tell right away on Mars.  The first time Shepard sees Liara, s/he will look her in the eye if not the LI.  Shepard will look at Liara's chest mounds if they've been lovers.

But in ME3 they each seem to have amnesia at times and sometimes seem not to realize they are lovers and at other times they know it.

I'm referring to character motivations and analysis.

Not whatever pruient interest the fanbase may have.

It's a game and should be taken as such.

But that doesn't mean the characters shouldn't be judged individually.
