Proposed course of action: Rock out this thread till He who Buffeth and Nerfeth away confirms that the Locust is being 'reviewed.' More pro Locust buff propaganda is recommended. I fully endourse mass bumping.

Ok. Soo, someone brought up the strange idea of using the Destroyer to get the Locust nerfed.
Thing is, A destroyer can only make a Locust arguably as powerful as a Tempest equipped to almost anyone with a weapon damage spec. So they most likely couldn't.
With that 35% Rate of fire boost they get at maximum level, the Locusts Rate of fire will be about 742. Ok, not bad, not bad.
However, their magazine will only about half the size of the Tempest, capping off at 26 rounds with the choices we have already made we cant really rectify this without actually making the weapons not bare naked. So the destroyers net rate of fire is still much lower then the average Tempest user.
Now, that Loucusts base damage is about 70% of the tempests base damage, Which is prettty bad.
This means that with the 60% damage bonus that the destroyer can only push our little Locusts damage to about 112% of that Tempests damage, or 67.7 damage.
So lets say we give this Tempests to a Human enginier, and specced that enginier to the most damage he could possibly do with it, 75.22 damage overall. He is still going to do 752 damage per second without factoring in reloads. Meanwhile, our Destroyer, this guy is going to do around 804 damage damage per second with his locust, Which he needs to reload three times as often, and has half as much, less damaging ammo for.
The most powerful soldier cannot make the Locust a better gun then the Tempest on the average goon on the battle field.
Both guns weight the same amount, Take the same slot, and have roughly the same spread fired full auto, with the Tempests recoil being far more negligable now due to the additon of the Barrage gear, and the SMG recoil mod, it is a far stronger choice in almost every situation when looking to choose an SMG.
Namely, We could buff the locust to its current destroyer damage level, and still have it be worse then the Tempest.
So...... Could we finnaly give everyones most loved SMG from Mass Effect 2 a buff? Now I know we all hate the balance changes, but can we get a Locust with a natural damage level of 67.7 damage at level X?
Yes, the guns would have similar Burst DPS's then, however this would force players to look at the tradeoffs, and decide whether or not they want SMG that has a better capacity (for a far Better sustained DPS,) or one that is more accurate (for a slightly Better ranged DPS.)
THE NEW LOCUST HAS BEEN FORGED. From random screwing around and testing with it, I have come to this conclusion: (IN pink)
A Locust that does around 57 damage would be ideal, based on how testing the buffed locust compaired to the older, unbuffed locust. The buff made it subpar, but passable. With the 25% boost that this entails, we will have the perfect locust.
However, Let us give the issue a rest for a bit... If nothing too exciting shows up in the next few weeks, let us move again.
The Below is an overkill estamate from before:
The New 67 damage Locust would have a burst DPS of 603. Its sustained DPS would be around 437.
A new locust thats weaker by as much as 3 damage would do about 574 damage DPS when bursting, and have a significantly lower sustained DPS. So if we want the locust to be Appriciable, we cannot have it be a single point of damage lower then 67 at level X. However, If Bioware was uncomfortable with the locusts new, DPS being this high, reducing its rate of fire by 25 RPM would reduce the DPS to roughly the levels that reducing its damage by three would do, but its sustained DPS would take a much smaller hit, resulting in a much smaller Tradeoff for the Locust buff.
However, the 64 damage locust, and the 67 damage 525 RPM locust would be very similar. With the 64 damage one providing better burst DPS, and the 67 damage one providing better Sustained DPS.
Both would be weaker then the Tempest.
The Current Tempest has a burst DPS of 653. Its sustained DPS is about 490.
However, The Locust would have a far better long range accuracy then the Tempest, and would perofm better against armor without the High veolicty barrel, its weaknesses would be frequent reloads, and a low reserve ammo pool. Because of this, it would have an appreciable role, unlike it does now, being outclassed by the tempest in most, if not all regards with the introduction of the SMG stabiity mod.
The Locust would be a slightly slower, but rather reliable longer range gun with adequate firepower.
The Tempest would be a much faster, steadier, close range gun with excellent firepower.
Thus, this Locust buff would not leave the Tempest without a role, but give the Locust a role, improving the game balance considerably amongst the Uncommon tiered weapons.
However, A clip buff would cause the locust to threaten the Tempests role, if we were to give it the damage buff it needs. As such, a clip buff is highly discouraged.
This would also not trouble the Hornet, As the Hornets Post burst delay ROF is around 600-650 RPM, leaving it with a much higher damage per second (However, it could enjoy a 3-4 point buff to damage. If we are truely going to get afraid of the Locust becoming superior, Or give it a multiplier against shields and barriers.... Since it is very Talon like, with a frog like sound effect, and its cerberus lovin.)
It should also be worthy of note that the Locusts handle looks like it could deliver blunt force trauma very efficiently, as such, a melee damage buff might be funny, if somewhat pointless.
