And, given the gun's comparative accuracy, that damage-per-shot isn't going to go very high without lowering its RoF, so may as well go whole hog on the niche.

It's a niche that's sorely needed among SMG's, anyhow. We already have the burst-fire and bullet hose SMG's, all that's needed is what the locust provided in ME2.

I so wish. That was easy in ME2 but.. I dunno about ME3. The damage has been too low to even try. Here's hoping they do it.

I think they realized when releasing the game that: If they made it good, everyone would use it out of fond memories of ME2.

Thus, it came pre-nerfed, to prevent this from happening (They also made its firing sound terrible.)

We live in an age of plenty for the few, where the men with everything complain about the typhoons dps when the locust and the incisor drown in disparity.

A storm is coming. To long have the many been discarded for the elite, the more 'worthy'. The many will suddenly have the power to take it all back. This is simply the keystone.

Tests will be conducted. Buffs will be distributed. Courts held by the Fagnan will determine the 'useful' weapons fate.

Only when the common misconception of balance has been torn down and burnt to the ground, only then do the typhoon users have my permission to cry.

The locust should do only a little less than the Tempest per bullet. The Tempest is high ROF low accuracy while the Locust is high accuracy and moderate ROF.
A 25% buff to damage for the locust would still leave it with less DPS than the Tempest (and still less damage per bullet), but with better accuracy you can direct that lower damage more effectively than with the higher damage Tempest -- a much more reasonable trade-off than now. Right now, the Locust is very accurate at delivering next-to-no damage at all.
