Good, bad and decent are relatives. Locust is decent compared against what weapons?
The main idea behind Locust buff, is that we have other weapons that are better in every way.

Litterally, you are getting up to a +200% damage bonus + a 10-35% ROF bonus, a (20+35-60%)X 1.9 magazine size bonus, and.... Total Armor Pierce.
You could have done far more with a Tempest.

This is still with around a 50-70+27.5+25+40+30+15 damage bonus, double to Triple shields, and armor ignoring bullets.
The scoreboard implies a lot of concussive shot, and grenade kills, as well.
20 Headshots implies.... You were doing triple damage per bullet from headshotting. Which is rarely an easy feat. The Locust is above average for staying on target, but this is well beyond a normal players level of aim and skill.
As in, now your just having my stroke your ego as you snap freeze your floor.

So wait, you're telling me I shouldn't have put any equipment on an uncommon weapon for a Gold game ? It's uncommon, of course it's a bit weak. Even the Particle Rifle, an Ultra Rare, needs equipment to be worth something.
But does the Locust need a buff ? No, it's a pretty good gun. It's weaker than the Hornet and the Geth Plasma SMG but it's supposed to be.
It's not horrible like the Incisor for example. Now that is a crappy gun. The locust is fine.

Well. Lets look at what that rail amp would do in the instance of a headshot:
Base headshot multiplier is 3.5 A rail amp will do about 100% of the guns damage at that point.
However.... It comes at the benifit of being able to kill an atlas faster.

the Locust is a much better gun than the Tempest. The tempest is way
too inaccurate, it's nearly impossible to get headshots with it.
The Tempests sustained DPS is nearly = to the Locusts sustained DPS with headshots.
On that destroyer, a GI, or a Turian there is almost no difference between a Stabilized Tempest, and the Locust in terms of spread.
So.... You can headshot just fine with your example and The Tempest.
