Okay. After struggling and complaining, here is what I've learned. Maybe it will help someone else.

First: Bioware has added a "diagnostic" page and and FAQ listing to the character upload page.
This helped me debug my problem (mostly).

A very important thing I learned: There is a maximum of 100 files to upload. For each Xbox persona, there are a possible 30 saves. That's only 3 characters worth of saves, so if you're actually storing a ton of saves on your xbox hard drive, you're going to exceed the allowable number of files, and hence, stop all further uploading, at that point.

What I did --

Go into the social networking character management page.
Delete any characters I didn't want on there.
Sign out.

Go to my xBox, and go through my files. Apparently there's been a bit of an upgrade to what you see when you look at each save (maybe included with the dagger they made available a few weeks ago?

Delete all the unnecessary saves. Delete all saves for any character you dont' want on your profile here.
Get happy with the delete key. I saved about 5 saves for each character, including the last.

Then sign back into the social networking page.
Then sign back into your game.
Make sure that you have set in the options to upload your characters.
Now, whatever you didn't delete should upload.

It's not perfect, but the characters you choose to share are there.
They are wearing their proper current equipment.
The avatars/pictures thing still is not working. But, you can see the spells/skills/equip they have. And their stats.

Sadly, they do not include the specialization skills in the skill points thing. I don't know why that is. So if you have all 4 points in Duelist and 2 in ranger, those dont' show. (Bioware?!) That's 6 skill points and I for one would like to see them.

This is the procedure I followed just now and it worked, as well as I have said. Minus a picture or two and specialization skill points.

Well, it was temporary. Worked once. Now it's not updating again.

I think maybe it's just not worth it.

There was a point in which I gave up. No point stressing out anymore.
