Once you max either all rare weapons or all rare characters, you'll get level IV ammo as the filler item when you don't proc an UR or gear.

Not just unlock all the characters, max them.  But yeah, finish maxing your guns and you'll start seeing level IV equipment.  I have my guns maxed but not chars and I get level IV equipment.

based on your manifest, i think you should get psps. having had most of the weapons/gear, they usually show up in pairs for me. i rarely see anything but IV ammo. i've got loads of them i wish i could give away...

other than that, you can try gaming the RNG by fooling yourself into believing that you do not want level IV. it's a bit tricky, but if the store thinks that getting gear will make you happy, you'll start seeing all the level IV ammo you want.

Hmm... I only started receiving Level IV ammo after I maxed all the characters in a particular class (i.e. all the Sentinels). I had already maxed all the rare guns well before that, though.

Step 4: Profit!

I got two incendiary ammo IV's in a PSP yesterday. The face-palm was epic.

IV ammo is all I seem to get these days.

So I stopped spending credits...yesterday. But that'll add up over time.
