The Hunter wins the contest. Shooting you into the face while its shotgun is pointed to the ground or shooting while flying, stasis'd or facing in another direction is cheaper than banshee instakills.
Butt banshees sometimes remain completely silent, suddenly just pop out behind you then instakill... Some banshees have cloak too
So always be aware of this ****es, and annoy/grill them to hell with a vorcha

Well, there's.....hmmmmm.....

But that one.......hmmmm.......no......

I mean, Phantoms can be cheap but they can easily be stasis'd or lashed, and once their shields are down they run and hide.

Hunters, Rocket Troopers, and Pyros are all cheap but have relatively low health.

Banshees, though.....they can outrun my Devastator, they can teleport through walls, are nearly impossible to hit 50% of the time, have one of the highest health bars of any enemy, and can instantly kill you from a surprisingly low range.

Goro from Mortal Kombat 1&2. Yes, there were some cheap tactics you could beat him with, but other than that.... "Hai guiz, watch my regular punches do triple the damage of your special moves/combos". Not to mention his "I take half your life bar with that"-throws. Yuk...

Without a doubt.  Banshees make so much noise you hear them coming and can avoid them way before they get in range to hurt you.  Phantoms slink up behind you and all you here is "pew, pew, pew", and then you're gone.

I don't think phantoms are at all cheap to be honest. They are just very dangerous and act logically for their class.

most broken enemy i can think of is enemy faction of warcraft 1. they were pretty cheap.

Banshees can also see through cloak to impale you. I still hate playing the Geth more than any other enemy, though.

Cheapest enemy ever? Shao Kahn. Was and still is the cheapest enemy ever. Even in the reboot. Actually he's worse in the reboot in the challenge tower when you face him three times. Youtube that shizzle.

you forget, they also keep stun locking when THEY are stunned, no matter what i did to make em flinch .... they could still fire there weapon, even when frozen o ~e
