What is a quick and easy way to modify server's feat 2da's, example want to disallow Epid Dodge. I've figured out how to cancel spells just not feat 2das.

Since Feats are used during Character Level Up, You will most likely have to modify the 2da and place it in a hak and give the hak to the clients. I do not think you can change it server side only, Since most of the feats are hard coded.

If this is localvault, where players logging in with lvl 40 character. Having this in override is good enough.
You either give epic dodge some impossible prerequisities (like being lvl 40 pale master) and then anyone trying to join with ED will not be allowed in. At least if you are using ELC - if you don't then I don't know how you think you can handle cheaters.
Or blacking out the line with epic dodge could work too - untested though.
