The best power handsdown is Defense Matrix for Engineer. If your weapon recharge is +200% then the speed penalty translates to -.3 seconds which is nothing in the actual gameplay.
Protip with Engi you want to stack as much power bonuses as you can. Adept is about getting as much speed as you can to do fast biotic combos while the engi is about getting the most effectiveness out of every power they use.

For the Engineer, you only ever really need 3 powers: Sabotage, Overload, and Incinerate.
If you want, you can run four powers: Sabotage, Cryo Blast, Overload, and Incinerate.
I disagree about using the Phalynx > Carnifex > Paladin though. You get the Phalynx on Priority: Tuchanka, but you can actually get the Paladin much quicker:
1) If you do not have it already, purchase the From Ashes DLC. I believe this is a free download if you have the N7 Collectors Edition.
2) Complete Earth: Vancouver and Priority: Mars (you have no choice).
3) Complete Priority: Palaven (Menae). You can pick up the Viper here. It is one of the lightest Sniper rifles. It's crap, but it is a free scope. And you are only shooting it between cooldowns anyway.
4) Explore the galaxy and gather all the intel, war assets, and credits you can. With the From Ashes DLC, you should have discovered some Reaper Tech intel that can give you a 5% store discount. Research that upgrade.
5) Complete Priority: Sur'kesh. You should now have enough credits to purchase the Paladin.
6) Complete any available mission to get enough credits to level up the Paladin to V.

As for the bonus, Engineer doesn't really need one, but Defensive Matrix is a good choice. Alternatively you could go Energy Drain with Armor as a replacement from Overload. Or Proximity Mine might be an interesting choice.
I would not go another drone power. Make sure you do go Sabotage into Tech Vulnerability as that is one of the most important tech powers and evolutions in the game. It is crazy how fast you can deal with large targets, especially if you also stack a Proxi Mine debuff as well.

Yes. It is the great equalizer to biotic combos.

Main build is going to be Double Chain Overloard. Incinerate (Blast?), and Sentry Drone on defaults. May change to putting Cryo and Fire on the shoulders and Overload on Y if I go straight up caster. Saving Sabotage for the geth missions.

As someone who played Engineer on Xbox, my advice to you is to use Sabotage instead of Combat Drone/Sentry Turret. Sabotage is your best power at setting up tech bursts. Sabotage a shielded enemy, and the backfire (after 1.5 to 2 seconds) will take out most or all its shields. Follow that up with an Overload or Incinerate to kill the enemy and the tech burst will damage enemies all around him (and can take out their shields too). Make sure you spec for damage and tech vulnerability.Sora Kitano wrote...

Really? I found Combat Drone and Sentry Turret were a complete waste of my time. I found Chain Overload better at crowd control than either power, and Cryo Blast even better for enemies on health. Plus it is just easier to tech burst everything to death by ignoring Combat Drone and Sentry Turret completely.Drayce333 wrote...

Sabotage can be an absolute beast on the Engineer and is your best power for self-detonating tech bursts. Trying to detonate off of your own Overload can be too difficult at times and Sabotage makes it easier. And Sabotage rank 6 Tech Vulnerability evolution (+100% tech damage) is added to your already substantial Power Damage. Add Power Damage Armor and Fortification/Barrier/Defense Matrix for added power damage and you can take down a lot of enemies rather quickky.

I find the Defense Drone works best for sniper rifle-based builds such as sniper Infiltrators, where you are sitting in one spot sniping people. I find that once you start moving around the map, Defense Drone becomes less useful. Maybe other people have had better luck with it.Ladymac9811 wrote...

I tried it briefly a couple of times on an Engineer, but since I like moving around a lot, the Defense Drone failed to stay with me long enough to shock enemies that got near me since I was too far out of its range.

Best way to evolve it is Backfire, Explosive Hack, and Tech Vulnerability. If you do that it will be good against every enemy in the game.
As Red points out, it is great for setting up Tech Bursts because Tech Vulnerability adds a debuff for subsequent tech damage. Backfire will stagger organics and deal a nice chunk of damage, it is delayed so keep that in mind. Explosive Hack gives you area damage against Geth.
Fighting Cerberus is funny since you can turn their turrets against them, and it also works on Atlases.
In contrast, the drone felt underwhelming to me when I did Engineer. And I did not even bother putting points into Turret at any point in the game since it is a worse drone.
As for another comment above, I actually did my engineer game in ME3 with AP ammo as my bonus. That was because I had switched to it for Arrival for some reason, and did an import. I just kept it around as I didn't feel I needed anything, and I liked shooting through cover. Defensive Matrix or Energy Drain are probably better, but AP is fine as well since your bread and butter should be Sabotage, Overload and Incinerate.
