But : Since those packs came out, i've been getting a real increase on the Ur's from PSp's,(twice as much than before), feels like christmas.

For the rest i find the rate at which i get things okay, even more so i now that i can hold my own on platinum.
I'm a casual player, mostly only 4-6 hours/weekend.

Basically, the main cause for me doing this is that I think the level IV Consumable drop rate is too prevalent. I realize that it should be the most prevalent of the unlocks, but the drop rate is, relative to the other unlocks, too high to allow for a steady stream of progression (which is needed in multiplayer to make playing worthwhile).
Some people claim that the random store "provides incentive to keep playing". I adamantly disagree. The random store provides nothing but frustration - and frustration for me and for a lot of people leads to giving up. This drop rate problem leads mostly to credit hoarding than fun, speedruns and farming more than actual playing.
It shouldn't have taken me 14 million credits to max out the Earth Gear. After maxing every character, having every uncommon and rare weapon up to X, and having every mod maxed, I think unlocking gear at a regular rate is reasonable. After all gear is unlocked, an increased UR drop rate would make further play worthwhile.
This exactly, I have had every non ultra rare maxed on my manifest for over 200 hours and £500 of purchased packs bonus and only had 6-7 ultra rare drops in that time, I have no maxed UR's and i have less than half the UR cards overall and It's getting to the point where I will turn my back in disgust and just leave this game if something isn't implemented to sort it out soon. The idea to increase UR drop rate after maxing every non UR, sounds like a good one as it still leaves a nice ballance and stops people from instantly unlocking after playing for only a few hours.

At the bottom of the OP I posted a link to randomfoo's spreadsheet - a collaborative data project aimed at getting a large enough sample size to accurately estimate the probability of UR drops. Currently, it seems to be down, but Im sure randomfoo will fix it eventually. This spreadsheet is about PSPs only.

I'm fairly certain that Bioware stated they are only going to be available over the holiday break.

Ya I concur totally, the solution I have been dreaming up is a Turbo equipment pack 60,000 or 66,000 credits. Would have 10 slots
First 4 slots = 10x each basic consumable, if this consumable is maxed at 255 already, a level 3 equipment of some form.
Next 4 slots = 4 random level 3 equipment items.
Last 2 slots = 2 random level 4 equipment items.
This pack would fill the purpose of allowing people without maxed manifests to still try some level 4 consumable equipment items, and give some guaranteed return on equipment. If you were well organized enough to have basics maxed you'd be landing 8x level 3 equipment per pack, gives a good outlet for the not super rich players to stock up on useful Gold/Plat tier equipment.
Back on topic, this looks interesting and hopefully promising option for those really wanting to put a dent on UR unlocks (The damned Paladin still eludes me)

it counts time away at the menu screen so its not accurate, but so many seem not to realize this.
that is, unless you never went afk.. in that case, it would be.
if youve ever fallen asleep at the character selection screen, or left your game on, its not.

I had been debating which to buy (have more weapons to unlock than characters but care more about the characters I haven't unlocked yet) and considered sticking with PSPs since either way would be good. Guess that would be a bad plan. I'll have to pore over your list to figure out gear drops if I can; I don't have many to unlock but several to upgrade and one unlock I desperately need (Juggernaut Shield for my all melee asari squad).
- Uncommon Gear Maxed (% Stop @ 11.0%)
- Rare Gear Maxed (% Stop @ 9.1%)
If you're looking for Characters and URs I would definitely suggest the Reserves Packs.
