 I recall that the Citadel Council has strict regulations on activating relays cause of the Racini Wars but this begs the question.

Were the inactive Relays also damaged by the Crucible blast? as such with Destroy any synthetics in behind closed relays if any, and with Synthesis it means any organic life thats in a system with a closed relay would not be affected. 

This would also be a good plot point for Mass Effect for if Bioware with the active relays damaged it'd be interesting if they opened up the inactive relays to establish new paths

It would also be cool for your player to be the person to establish First Contact with another species.
