I lol'd so hard at this part. Then I cried cause I realized it was the last little bit of help the devs were gonna give me before the final boss.
I just came to a realization: Sandal is The Maker in disguise! *gasp*

Sandal is the product of what happens when you snort too much lyrium
Lyrium is bad, mkay - Mr. Mackey

Another question is where his "father" went...
See, I started to laugh when I saw him, then it dawned on me that with all the bodies and blood splattered around the poor blighter was probably an orphan now... can we get a post-game side-quest for the more

Take Sandal to be looked after by the Tranquil? He could live in the tower with that other Dwarven girl, they could have slightly odd babies together!
Acutally I doubt his father is dead. When you ask his father about where his goods come from, he tells you that when people flee from the blight, they often forget useful things and he and his son tend to "find" them before the darkspawn arrives. I guess in terms of story that was what Sandal was doing there. The real reasons surely is for you to have a last chance to change enchantments, for example I still found some runes in the Fort and I'm sure people would not be happy if there was a good one and they didn't get a chance to put it to use.

Sandal was an experimental subject who had all of his blood replaced with pure Lyrium. He is now the deadliest thing in the DAO universe.

Nah.....He just used Power Word:Enchantment on the darkspawn!
(Before the PC enter into the Fort)
The darkspawn enter the room and sees Sandal standing alone in a room filled with barrels..........
Sandal: Enchantment!
Darkspawns: Huh?!?
BOOM!!!!! Darkspawn slain!!!

Before you go to the landsmeet you can have a conversation with him and he says "Enchantment!"
Thats why he was at Fort Drakon.

Actually, if one was to assume that he has any kind of super-magic-talent that would be more probable than fiction.
Given the fact that he is most probably lyrium poisoned from a young age (Deep Road Mines anyone?), which in it's turn took away his ability of coherent or complex thoughts, thus making him an ideal enchanter OR in human terms, a tranquil.
Also assuming that he has an inherent inability to sense or ralise danger until it's too close (like all people with cognitive dissorders), his power manifested only when he was on his own and probably as a means of rather playing with the darskpawn, than actually willing to kill them.
That could bemore credible storywise than all the "maker" assumptions.
Won't be the last of seeing him, I assume...
On another point, yeah, I actually rofl'ed when I opened that door and saw him, just standing!
Enchantment is the new moto much like "Save the cheerleader, save the world".
