I kept her exotic skin tone, gave her blonde hair and green eyes. I made her ears a little smaller, and brought her in her jaw line. Sorry you don't like it, it was my first face morph.

Major characters outside of parties have also been blonde, as pointed out previously.
Bioware actually made a huge leap for blondes more recently. Female Commander Shepard was, after a public vote, originally intended to be blonde as the Default for Mass Effect 3.
It was actually the Gaming Public that prevented that from happening. After the result of the Public Poll for Shepard's appearance, people began to insult the obvious, blonde, winner. Claiming that Mass Effect was not the place for "Battle Barbie", that a "Ditsy Blonde" was not what Shepard should be.
Due to the explosion of out-cry on the Forums, Bioware ran another poll between Red Head and Blonde. The Forum Go-ers attacked it with gusto and, due to the previous poll results being null and void, Shepard reclaimed her Red Head Status.
Also, and don't quote me on this I could easily be wrong, I believe Miranda Lawson from the Mass Effect series was also originally intended to be blonde, but something along the way caused her to go from Rose Red to Snow White.
Let's also not mention the countless number of Blonde Male Companions that Bioware have created in the Dragon Age Series, and previous titles as well.
I don't think i can say, with 100% conviction, that Bioware have a problem with blondes. Cause they clearly don't.
That was longer than intended: There are tons of blondes in countless Bioware games, just not all of them are women and not all of them are in the same franchise.

That was Jessica Hawk i used as a template, the body tone is bad. I darkened the tone and swapped the head, and used the original Isabela body model from the game.




That is not "pasty white", though the guys behind her in the third one are. It's not perfect, i did say it was my first head morph.
