I like both characters and consider Ash to be my canon romance. However, Ash in ME3 is a hollow shell of her ME1 counterpart. She barely adds anything to the game. Thus, I enjoy my Kaidan playthroughs much more.

On a side note here, if you take Ashley into ME3 you will have the Minos Wasteland bug (A bug exists in Mass Effect 3 that causes the planet to be highlighted as a mission world, but the game does not allow you to land on the planet. ) IF you have Kaidan you don't have it.

Non-romanced Ashley just simply isn't as interesting a character as a romanced Ashley in ME3.  

Kaidan has more content on the Normandy, and if you can stand his personality, I'd save him on Virmire.  Also, if you're Sheploo, there is a way to avoid having Kaidan hit on you, but even if he does, you can always just turn him down.

I'm pretty sure that got fixed.... Save the one you haven't before. They're both pretty cool. If I could, I'd probably trade Liara for the pair of them on Virmire in ONE game, anyway. I like to see what I haven't.

I actually enjoyed Kaidan more in ME3, I'm glad they changed my mind about him because his romance IS good - and he's also a good friend to Shepard when given the chance.

But another vote for Kaidan from me. Ashley is not as interesting in ME3 - she's a mute whereas in ME she can talk your ear off (but in a good way because you at least learn about her character.) Romanced she has a little more content, but just a little.

Personally for me, it depends on the gender for your Shepard. If you are male, I would go for Ashley and if female, choose Kaidan. Even if you don't plan on romancing them I would still do that.

If you're a heavy biotics user I'd save Kaidan. You can get Reave, which is a fantastic power. Barrier is pretty good.
