An extremly powerfull pistol with low ammo and big weight to compensate, maybe even built in AP capability.
Now, with the Paladin, the Talon and the buffed Crusader ... I don´t know what to do with the Eagle.

Turian solider with AP ammo IV and it works pretty well. However if you used that with a hurricane or harrier, you would get even better results.Nitrocuban wrote...

I remeber watching my friend play Multiplayer using Concussive Shot to knock enemies down, and then using the Striker while they were on the ground to finish them off. Oh how naive we were!

In short, the Eagle is just plain awful for a black card weapon. It has no place as a primary weapon. Moreover, the value of "sidearms" in this game are questionable to begin with, and the Eagle isn't even one of the better choices for that role (and is no lighter than most choices until it reaches a high level). In fact, it's not even as good as the Phalanx until it reaches a very high level. Its power has been almost doubled... and the boat hasn't rocked. It needs more to make it relevant and worthwhile as a commendation pack reward.
It's now okay. For Silver. But I mostly still prefer the Hornet and Locust above Bronze. That's not something you want to say about an N7 weapon ever, let alone one from a Commendation pack. It's still not much of a Commendation.
I wish it was better against shields, barriers, and armor or something. The Locust's bonus to headshot damage and ease at producing headshots give it a sort of gimmick, same as the Acolyte's bonuses; the Eagle should probably have its own niche as well.
