I've heard 2 years, but I don't know if anyone from EA or BioWare confirmed that.
I think it is reasonable to ask for a forum section for DA3 as it's being discussed quite a bit whether there's an official release date or not. Perhaps they don't do it because they can't set any kind of game registration requirement for a game that isn't out yet.
