What's the Absolute Minimum One Must Do in Order to Advance to the Next Act?

In the Journal, I have Companion Quests a companion I'm not really interested in having at all (and told her as much). I have Secondary Quests, but why should I do those when I already have the money I need? And there are Rumors, none of which sound like they'd be any of my business. The only Main Plot Quest I have is Deep Road Expedition. So why can't we get that show on the road?
What else is there to do?

Exactly right.
There are a few people you must meet or you'd not know what was what in act 2 and 3 and it wouldn't make much sense.

Now from a player's perspective, how do I make those Rumors into active quests? Is it just keep doing sidequests until they change? Some are fairly obvious (ie look for person X in Hightown or person Y in Lowtown) but half of them end in some variation of "cannot be pursued at this time."
But, what I'm really interested in is, from Hawke's perspective, is there any particular reason to care about these rumors? I mean sticking one's nose into the affairs of every wierdo and sob story wandering the streets doesn't seem very sensible, especially when you have your own business to attend to.

I just ran into another vexing issue with these quests. Taking your advice, I went to follow-up on the initial Rumor for the quest Enemies Among Us and met a woman named Macha (or something).thats1evildude wrote...

Anyway, she told me how her brother was missing and how she was looking for someone to track him down. I listened to her story but, in the end, I turned down the job. I mean, I have an expedition to attend to. I don't need to be running around the city playing private eye.
But even though I turned down the job, the Rumor got activated into a Main Quest. And I gotta call foul on that. I have to say, if a quest is indeed mandatory, players should not be given a dialogue option to turn it down.

To start Wayward Son, you speak to Arianni in the Alienage. To begin Enemies Among Us, you speak to Macha in Hightown by the Chantry. An Act of Mercy begins with a letter you receive at your house, and you start Shepherding Wolves by roaming around Lowtown at night provided that you finished Blackpowder Courtesy first.

Yes, that is an issue with the game, and if it's an insurmountable issue for you, then I suggest you stop playing now. You can't get away from doing certain quests in the game no matter how hard you try.
Even though your refusal is essentially meaningless, the option to turn down main quests does net you rivalry or friendship points with certain party members, which are valuable for building those types of relationships. For instance, by trying to refuse Shepherding Wolves, you can build rivalry with Anders.

Most Main Quests become available after recruiting Anders (who you meet during Tranquility) and Merrill (The Long Road).

yeah.. there's a few like that where the game gives Hawke the option to say 'no' but then have to do it anyways, so be prepared for it to happen again.
