He's 23, and it said so on this site, but i just checked then and he's gone back down to 22. How does the updating with this site/game work. is it by your most recent save, or the furthest you've gotten in the game?

Most recent save (not quick save, they aren't uploaded). So if you go back to an earlier save in order to 'fix' something or change a choice you made, and you levelled up in the bit you just undid, you will lose the level. It shouldn't happen otherwise, afaik.
