Putting Origin in offline mode should allow you to play SP with DLCs no problem. Give it a shot, you should be able to pass the downtime that way
I know it worked with From Ashes, other DLCs should work too.

Wanted to play some multiplayer.
But, servers are down...

(one interesting thing to note is that most of the Origin infrastructure routes to Amazon EC2 instances, or more accurately ELB's in front of EC2 instances...)

Well, that sucks. Went to play ME3 again after getting a PS3 and playing some of the exclusives, return to find I can't play the game I wanted to. Back to the PS3, then.
It's really put me off playing ME3 again now, when I want to play, it's offline. Honestly, if this isn't something major and important, and if we are compensated for the downtime, I might just quit. It's letdown after letdown, "we're sorry but we won't fix major glitches" after "these people are costing us money, we'll sort them out, but not patch the game or remove some of the most major glitches". Bioware sincerely fail at maintaining a multiplayer game, and with all due respect to them, they should have hired some other people to do all the multiplayer work and maintenance, since they clearly aren't very good it at.
