I have the Collectors Edition and I've installed from the CDs and then activated From Ashes and the N7 extra stuff through origin and according to Origin they're both installed when I click on the game details panel under the game in Origin (Origin also confirms the game as N7 Collector's Edition. In the game my alternate outfits for Liara, Kaidan and James are there but there's no sign of my new hoodie, my robotic dog or any of the new weapons. Everything else is working, including From Ashes and the M90 Indra promo DLC that I also installed so I've no idea why this is happening!

I had the same problem awhile ago, and tried several things. The one that eventually worked was starting a game (or just loading your current save, preferably on the Normandy) while connected to the EA servers. If you're on the Normandy, check your mail, you should receive the ingame mails about your bonus content, otherwise you will have to continue until you are back on the Normandy.
save this game. Next time you load, your stuff should still be there!
(I'm assuming you're not usually connected since that seems to have been my problem.)

Hey thanks for the suggestion Arcana. Tried it and it worked. I work on a cruise ship so internet is slow and really expensive so I have to play offline. Every couple of days I have to log on and re-authorize the DLC then restart offline but I tried your idea and got my new gear and hoody! It's a pain to have to do this though because it usually costs a couple of bucks for a the few minutes of internet requred to re-authorize. If I wasn't so addicted to the story I'd wait until I was back home again but I want to find out what happens. It's a shame that people like me who can't always be online are treated so shabbily, there aren't enough of us to kick up a stink that bioware cares about, yet Steam has much better offline functionality.

Oddly enough, I havent needed to re-auth my dlcs at all, even copying a modified (downloaded the EC) copy over my install didnt break my dlcs.
