I don't know if I've missed it, but this is a function I remember from Mass Effect 2 I haven't located in Mass Effect 3.
Whenever I got new weapons in Mass Effect 2 and wanted to change the weapons loadout of a specific Squadmate outside of missions, I went down to the Armory Locker, picked a Squadmate and changed whatever gun I wanted them to carry.
Now that I finally have the Geth Plasma SMG in Soloplayer, I would like to give it to EDI.
But how can I do that outside of a mission?
This seems highly impractical, since you can only change the weapons loadout on 2 squadmates at any given time and you have to be taking them to a mission to do so.
And considering my savegame is at just before the point where we attack Earth (all the missions have been done!), there are no more opportunities to go somewhere and swap loadouts.
No Squadmate Weapons management (Normandy SR2)?

I played ME2 through many, many times and never felt the need to use the weapon locker on the SR2. Unless you take the squaddie on a mission, his loadout is irrelevant, as are his squad points and build. And if you are going to take him or her on a mission, you always have the opportunity to change it before the mission starts, and many times during the main story missions.

If we had something like the DA:O camp ambush or the Denerim endgame where all your squadmates have to fight somehow, then it would matter, but we don't have something like that in ME3.

Yes, you are right.
It's not strictly necessary.
But it was still fun for me to do!
Something along the lines of:
New Gun DLC pack!
Who's loadout do I customize today?
And let's be honest here, there's not a lot going on in singleplayer!
Playing musical chairs with the weapons loadout is probably the only thing "new" to do on occasion!

Well what I personally would complain about is just the lack of side missions, or missions in general in ME3 compared to ME2... part of why I could get away with not ever going to the locker on the ship was that there were so many missions, and you also had the hub worlds where you customized the squad's loadout as well.
