My guess is you cant get the rod without the DLC downloaded and installed.

Where did you get the rod from?????????? the sulchers pass merchant? If not then you need to download the DLC before you see it on the map. If you did get it from the Sulchers pass merchant then Honnleath will automatically show because you cant get the sulchers pass marker unless you have Stone Prisoner downloaded as its part of the DLC itslelf

not too sure as this post is unclear.
Did you just say you Downloaded the DLC, but you did not buy it?
If this is the reason, than that is why the villiage is not showing up on your map.
You have to purchase the DLC for any of it to effectivly work properly.
