Very Strange, but consistent...
You talk to some bad guys.
You fight and kill or beat them.
They stop fighting and cry for mercy.
Then....
You engage in a second conversation to grant mercy, interrogate, intimidate, persuade...whatever...
It is during this second conversation that the frame rate plummets....in fact, frame rate is a very charitable description. A powerpoint slide show would be high speed video by comparison.
This happens during the encounter with the bridge brigands near Lothering
When you meet Leliana and fight with the soldiers in the tavern in Lothering
At the end of the last big Werewolf Lair fight
And several others of these mercy type fights....
If you can wade and escape key through the second conversation, the game seems to recover, otherwise you have to terminate the game and try again.
Does anyone know how to fix this?

There's heavy scripting during those encounters, your CPU usage is probably skyrocketing at those times. But, in general, slow downs and long load times are an issue for many players with decent systems, you aren't alone. A Bioware solution is needed, but since that is still forthcoming (one hopes) I've simply concentrated on the things I can control:
-reducing the number background tasks and programs while the game is running
-using CleanMem to flush the system memory every few minutes
-using 4Aces'Texture Optimization Mod to lessen the over all load
--disabling sound enhancements in the control panel, enhancements are all those EQ settings that suck up a lot of processor power to have on, so no "Hall" effect or loudness equalization for me, straight vanilla 5.1 is just fine
Mind you, this doesn't solve my game's performance problem, but it mitigates it...makes the issue less severe, but mileage will vary because everyone has different systems.
