Toss up between Geth Hunter/Rocket Trooper. Nothing comes even close to the annoyance those two can be.

Definitely the Geth Rocket Trooper...
-He shoots multiple rockets without reloading
-Staggering him only makes him more accurate
-Doesn't need to aim at you in order to hit you
-His rockets do splash damage
-Even
if he doesn't hit you, the explosion of the rocket will shake your
screen(you can understand how annoying this is when it's two of them
shooting 6 rockets at you).
-When the rocket hits you: STUNLOCK! Followed by 3 more rockets, which leaves you with %5 of health left.

That would be the case if the word was 'nemesus' but it isn't.synapsefire wrote...
Squishy little me getting elbowed by a Marauder followed by a Phaeston burst to the face is pretty annoying.
^I believe the plural is Nemesi.

Husks. It's when they come up behind you out of nowhere, give you a hug and then every enemy in the map is right in your face ready to instakill you after you stomp the husk. Grr.
