In SP, Valkyrie was my favorite assault rifle but now that the weapons pack unlocked the Harrier, I'm having a hard time deciding which one is better. Opinions?

Harrier, it terms of effectiveness nothing beats the harrier. Its only downside is its ammo thats it. But if you go with more ammo evolutions in your powers and armor, nothing can compete with the harrier.

Frankly there is no comparison. Want a test? Go face to face with a brute with each weapon. You'll not be using a Valkyrie again.

Actually, i never thought the Valkyrie was a particulary good weapon. To heavy for being a slightly better Vindicator. The Harrier however is a beast, It's only problem is it's extreme high clip consumption.

And the Cerberus logo slapped on the side. Some Sheps would toss the thing in the trash for that alone.
Fortunately God gave us TexMod.

I don't have the Valkyrie, but I know the Harrier is a total beast. A Banshee on Insanity in 2 clips (ammo+combos ofc, but still). I also haven't run out of ammo for it on any mission yet as a Soldier.

harrier is the best weapon period. go for AP ammo as ur bonus power, get the rank 5 ammo capacity upgrade, and extended barrel mod... thank me later

harrier is better especially with defender armor and ammo mods with armor piercing ammo

I don't know, none of my Shepards are gimping themselves like not using a good gun just because some jerkassas made them.
And some of my Shepards actually relish the opportunity to beat Cerberus to a bloody pulp with their own gear. Stop hitting yourself, stop hitting yourself.

Oh, it's fine to use them, but really, how hard is it to take thirty seconds with an omnitool to buff off the "property of terrorist douchebags" label?

I'd argue both the Adas and the Particle Rifle could compete with it - they just emphasise different aspects, but I'd argue they're roughly equal in terms of relative power. The Harrier doesn't have anywhere near the sheer stamina of the PR or the widespread effect the Adas had, for example, but all have roughly the same damage output.
But in terms of Harrier vs Valkyrie... that's a joke comparison. It's like comparing a F-22 to a paper aeroplane.
Harrier. Pure and simple.

Vindicator was the best AR in Mass Effect 2 but in Mass Effect 3 the N7 Valkyrie is fantastic! I'd say go Valkyrie but to be honest you should try them both out on the same enemy type to find out which you prefer in terms of damage/ammo consumption as well as weight and how your powers and ammo powers work with the weapons.

The valkyrie is very usable on an intital playthrough for a soldier but kind of hard for anyone else given the weight. In NG+, its much more viable.

Anyone on PC can unlock the Valkyrie if they want. I did it just to see how it handled. I haven't bothered to unlock it on any subsequent games.
