In 2, it doesn't matter so much. The scene where you go to the Presidium to talk to Anderson will be similar even if Udina is councilor.

Similar in a way but rather different at the same time. I clearly remember Anderson giving crap to one of my Shep's for choosing Udina instead of him, and not saving the Council.

There's a short explanation on the Codex. For me the voice-over wasn't tell all the text or not that way how it was written. Anderson simply can't handle the politics. Even, if he get better and better hitting Udine (Shadow Broker videos).

Eh, unconvincing explanation, no explanation, whatever. Point is it makes no difference in ME3 because Udina is councillor no matter what. Which is actually disappointing from Udian's point of view: he was always a bit of a tool but could have had a huge off screen redemption if he'd ended up being in the resistance with Anderson, while someone else could have done the betrayal bit at the Citadel. Or even the other way round and he doesn't betray if he's made councillor as his ambition would have been fulfilled, which would have been a nice twist for everyone who picked Anderson back in ME1. Maybe it could have been extended to the point it's him on the Citadel at the end rather than Anderson (who'd maybe survive instead), but only if you'd done certain things a certain way in 1 & 2. Big difference for that character all depending on your choices. Instead he becomes councillor no matter what, he betrays everyone no matter what, Anderson quits no matter what, Anderson joins resistance no matter what, etc etc.

I think Anderson exceeded Udina on at least two points:
1. While Udina was butting heads ineffectually w/ the Council early in ME1, Anderson could see both sides of the argument... the established and authoritative Council races' needs vs the needs of the human newcomers. That made it appear to me that he was potentially the superior mediator.
2. Anderson didn't screw his people over. Udina capitalized on your hard-fought progress to weasel his way into the Council's graces. Some would say that this made him a valuable asset to humanity on the Council but to me it just showed where his loyalties lay, not to his subordinates but to himself. Anderson wasn't naive to see that politics was "dirty business sometimes" but he knew when to play ball and when to buck the system.
