I just gained to level 10 a little while after Wardens Keep.  I have the 2 blood talents in my talents screen but I am unable to select them.  They do not list any requirements...

Anyone know what the deal is?  Are there unlisted requirements?

No. They're already active. If you check your Radial Menu, the Active and Sustained ones will show up ready for use.
