What should i do to either get my money back or get the packs?

Try logging out or logging back in. If this doesn't work, you'll have to call E.A. Just be warned they're not very helpful. I had this happen a while back and ended up having to call Sony to get it resolved. Hence why I've only bought 1 psp the whole time I've had this
