As for former characters that was not party members in DA:O and DA2 i think Cullen and Connor would be very interesting. If they tone down some of the righteousness of Cullen.

Despite the complete lack of development that he suffered in Dragon Age 2, Sebastian Vael is in an excellent position to become an incredible character. He has passion, he has depth, he has history, and he has complexity.
And everyone is going to argue against that, but there's my opinion anyway.

Yeah. I'm not the biggest fan of Sebastian (partially because it seems like the game is purposefully preventing me from romancing him) but he should definitely be a companion for DA3 for the listed reasons.
