Sovereign had a better sounding voice.

Harbinger was a better Reaper over all. Sovereign was an idiot. Harbinger and Sovereign also both had epic quotes.

Overall though, Sovereign is dead, and Harbinger should have spoken during ME3. We should've had our obligatory Reaper conversation. Not the Rannoch Reaper.

Maybe more easily quotable...but not better. Everything that Sovereign said just oozed despair. Talking to him was one of the only places in the entire trilogy that you actually felt like the task before you might be impossible and this was all folly.
