Does anyone know of any rural/city WINTER tilesets? Just one... the beginning of the thing I'm working on is set in a place with a very cold northern climate, so I'm just looking for something to make a decent wintery village/town setting with...

Sen's Seasonal Workshop, though that may be too resource intensive if you are intending this on a server.
Chandigar's Barbaric North may be more your speed. I'm not sure how stable it is given it's still listed as "beta" and at one time CTP was supposed to take up on it's completion before they bowed out. I sem to recall it was relatively stable as is. It does have a more village appeal to it.
There is also Six's Winter Wildlands with some thatched buildings, but I'm not sure how populous you want this area to seem and this environment always came off to me as more suited toward more sparsely populated areas.
