Why do fans seem to love Garrus so much?

Anyways, He's a fan favorite for being a 'student' to Shepard's 'teacher' in a way. You can steer him in either a Renegade or Paragon direction.
He also never judges Shepard for what he does. It doesn't matter what Shepard does, Garrus has his back and his loyalty never falters.
Lastly, Garrus is always there for Shepard. He pays attention to him and is a friend for him to lean on.
"How are you holding up? I'm beginning to see some wear and tear."
He can tell when Shepard's starting to falter. And he's ready to catch him.

Well, Bioware could of wrote those exact same lines for any other character, haha. Would it work to the same extent? Probably not, depending on if you like the character that's saying it or not.

He is a sniper with a deep voice and certain renegade traits which make him "the badass" of the squad. These guys are always liked.
As for the female fans: He is a grown man. He is like the alien version of Jason Statham.

Dat renegade attitude
He's like if the Punisher and Batman had a child who just happened to be a bird/raptor alien from another planet.

This.
However, even if I like Garrus, I can understand you. I mean, that thing of Udina>****. That, I can do it with Kaidan, the worst character in ME universe if we don't count Allers. He's boring, he's hypocritical, he's crybaby and he stared at my ass for all ME1. I really don't like him, I personal prefer Jacob, at least he's a bit of a badass.

I've never like Garrus. But he seems to be a fan favorite. Why? I've just never warmed up to him. I'd go so far as to say, Udina > Garrus. They're the only two characters in the series I've never liked or found interesting.
Why is this a problem for you?

Garrus has some of the best lines and great delivery.
He tends to get pissed instead of angsty, but generally keeps his cool.
Shepard (and thus the player) can influence him to act more renegade or paragon.
Garrus is such an in-universe badass he gets the three biggest merc companies in the galaxy to team up against him, and still wins.
He's Shepard's bro.

I'm going to have to call hipster on this one and say the only reason you dislike him is BECAUSE he is the most popular character in the series.theillusiveman11 wrote...

Garrus is also one of those rare characters that appeals to both the "bro" crowd and the fangirls/boys. So he's got twice the amount of popularity compared to your average mass effect character.
He is also one of those characters who will make grown men so resolute in their straight sexuality weak at the knees.

This. Plus he has a great character arc from the "student" in ME1 to the war veteran in ME3 that even Javik can't troll.EnvyTB075 wrote...

I can see though why some people would get frustrated regarding his popularity if they didn't like him or found him interesting.

It's more the fact Garrus' dialogue-lines budget seems to be twice as big as the combined budgets for Ashley and Kaidan's lines.
Plus Garrus has priority in any situation if you bring him with you on missions.
Well, I like Garrus so it doesn't really annoy me.
It does annoy me my fave character could be removed from the game and I wouldn't feel much of a difference.

Stroking the player's ego. Of course that would go over well with most people. He also never judges Shepard for what he does. It doesn't matter what Shepard does, Garrus has his back and his loyalty never falters.

You can influence him, but he still has a strong personality of his own and he's a badass.
What I also like is his character development. In ME1 he's a lively, little naive C-sec officer who wants to make a difference. In ME2 he's a lost, angry vigilante consumed by revange and in ME3 he's a confident war veteran who advises the Primarch and cheers up Shepard.
But one thing doesn't change: He always considers Shep a friend and mentor, which works greatly.
Oh and the voice acting.. dammit I'd forgot...
