is there a way to tell if a redeem code is still good besides trying to enter it bc i got a used copy of the game at gamestop and it had a redeem code card in it still but im not sure if the previous owner used it or not???
Note:My internet is too unreliable to connect to xbox live to try it out

You can download codes on xbox.com also. I have done this before. You can try to download the code and if it has been used then it will say so.

thing is i dont have reliable internet connection so i dont want to use the code till i have a steady signal and i wont lose access to xbox mid-download

Is there a way for you to do it at a friends house, it doesn't have to be on your 360 or computer, just under your gamertag.
That will be about the only thing i think you could do. If you do it on another 360 you will have to recover your gamertag on that 360, then when you go to use your 360 you will have to then recover it back to your 360.
