I put 4 ranks into pull and slam until I had enough to switch to lift granades. I finally get enough and then realize I can't do that since Javik isn't selectable in the med bay. Is this a glitch in my file save or is that just how it is?

It's a glitch, but Bioware aren't going to fix it, so they're passing it off as intended.
