 Ok, here's an idea. Every once in a while, the specific times can be left to BW's whims, the store allows you to purchase an "Ultra-rare pack"--they could call it the Conquest pack as if the war with the Reapers has given us
access to rare materials/allowed us to subvert Reaper technology blah blah blah. In the pack is a guaranteed UR at a price of say 750K or like 5 dollars. The catch is the pack is a one time use. You buy the pack or spend credits and the pack disappears until it is made available again.

Perhaps, BW could use this as a promotional event to award us for Op successes. Players could look forward to receiving their Victory and Commendation packs within days of earning one of the UR packs. I wouldn't mind this as a "reward" if it were a guaranteed way to unlock a single UR. It could be an incentive to save all of the credits you make during the weekend Op. 

The events would need to be announced on the forums and banners similar to those for the Ops could be used to increase awareness. PS3 would have to rely on the forums to know of the upcoming packs whereas Xbox and PC players will notice as they sign on for the weekend. The problem would be to notify the players who wouldn't normally play ME3 mp every weekend. Those who do would easily notice the new pack in the store since it is such an integral part of the game.

IMO, the most ideal way for the packs to be timed would be to allow an entire weekend to start a 24 hour countdown. Similar to renting a movie through an online service. Once a player signed on for the weekend and had the chance to notice the pack, the counting would start. Since that probably isn't possible, the system would have to work like the weekend Ops and rely on the forums and startup banners for advertisement.

The pack should be rewarding. 5 slots. 1 UR, 1 Gold Character card (level IV ammo if all maxed), 1 silver/gold Gear bonus card (level IV equipment if all maxed), and 2 level 3 Equipment cards or 2 +5 Consumable cards (Medigel, cobras, survival ops, etc.).

I imagine it would be interesting if players could only earn the packs in a short amount of time like a 1 or 2 day span and, if you hadn't done so already, you would need to save up a large amount of credits in time to buy the pack. I think that would be a pretty cool way to bring back some players who grew bored of the game, actually. To clarify, the specifics such as the price of the pack, time available, etc are open to suggestion.

perhaps, it all depends on whether or not there is a large enough playbase to encourage BW to keep adding to the MP.

Perhaps. I bet if you nail it down more it would have a better chance. Maybe if it was 750,000 credits and was only available for 24 hours and could only be purchased once. But it was only made available once a month.

This came from everything you posted. How does that sound?

750K would be a fine number if we were given a single day to purchase the pack. For the availability, I imagined that BW could use it as a promotional event and as often as they see fit. The problem with such a pack existing permanently is that players might max out URs too quickly. If a pack like the one I am describing existed, it couldn't appear for purchase too frequently for the same reason. I imagine every two weeks (possibly coinciding with the weekend Ops) would be a fine frequency.

As an example, I have 47 UR cards left to unlock. If these packs existed and my luck with PSPs and SPs was abysmal, I wouldn't max out every UR for nearly 2 years. Of course RNG isn't that terrible but this just goes to show that the business side of ME3 mp wouldn't suffer as the normal packs will still remain necessary.

Also, I imagine many would outright buy the packs for the $5. From bronze and silver players to those who simply don't have the time play 10 gold matches in a day.

Maybe you could offer them on the off weeks for events every two events or something that way you could get people to play on off weeks and not necessarily just OPS weeks and prevent them being offered too often as you described.

What time would you think about starting the timer? Should they announce it prior to the release or just add it to the store? What should it contain? Just the UR and nothing else?

Okay so it sounds like you want it to be tied in with the Ops weekends. So should it be available say in the last 24 hours of the event or maybe the 24 hours following an event? The only problem I see with having it follow an event is that you get 3 packs special in the span of about 4 days or so.

1 UR and 4 rares might be a little much but I love that idea. If it did contain all that it might outshine the commendation packs with the promo weapons.

However the benefit is that in order to buy it you would have to participate for a good chunk of the weekend or have saved up credits before either way you would have to play the game.

I like helping out with the ideas because I want to see these things happen. Thanks for making such a great idea.

Whether the packs would be available alongside weekend ops is completely up for suggestion.

From the way you described it, things could become a little cluttered with the arrival of victory and commendation packs. So, it may be best to alternate weekends by having weekend ops then UR packs like you suggested above.

Cluttered isn't bad like I said it would be a way to get people to possibly participate in the weekend events and give them something more than the victory pack.

Okay what about this for the contents. 1 UR, 1 gold character (1 Level 4 ammo if you have all of them), 1 gear either gold or silver (if you have all of them a level 4 equipment) and either 2 Level 3 consumables or 2 +5 equipment cards (medi-gel, thermal clips, ops packs, or missiles).

I know that is not the same as 5 gold cards but it would get my attention if only for the gear since that seems difficult to unlock. But like you said the UR is the selling point.

Sure. I like the idea of guaranteed unlocks for either gear or characters to complement the UR. I think a pack like this would make a lot of people happy considering many of the posts I see on BSN regarding people missing older characters or having trouble with gear bonus unlocks.

You should edit the OP to reflect what we have discussed so people don't have to read all our posts to get an idea about what we are thinking. Maybe that might draw some more people in so we can see this happen. I hope there is something else I have run out of things to keep this afloat.

sounds like a great idea... could make bioware a pretty penny cuz as you said, people would probably rather pay outright than play 10 gold matches... but you'd want these on off weeks otherwise the challenge would be second to people cred farming... such as the last challenge which required all 3 difficulties... everyone would go gold to buy the pack in hopes that someone else would play bronze and silver.. I'd say 1 UR, a single rare (with a chance for better), 2 uncommon (chance for better), and a +5 equipment... then it's like the PSPs just one rare is swapped with an ulra... but I like the idea of it being temp so as not to have everyone with lvl 10 black widows and typhoons

I see what you mean with the contents. I just wanted a dedicated gear spot because they seem so hard to get. But I like your way as well.

The aspect that many would just farm gold to build credits is a good point, but I think such a pack could be used to bolster challenge numbers for Ops that don't require specific difficulties. If these packs became available during an Op the player count would be much higher due to players grinding for those illusive URs. This past weekend's Op would have worked just fine. I almost think something like I've described would work best without a set schedule and would be best used as a surprise.

Another reason I would rather have them coincide with Ops is to diminish the number of people who miss out from lack of playing. Those who pay attention to the Weekend Ops will notice this new pack in the store.

How about they put an Ultra Rare in the Commendation Pack, more incentive to actually do the other challenge that doesn't reward with an N7 weapon

I'm not too sure most of the squad challenges would have been worthy of an Ultra rare weapon.. but perhaps if the squad goals became very challenging. I'm not sure what mean by "more incentive to do the other challenge" unless you mean a UR in the Victory pack. If you did I'm certain that shouldn't happen condsidering people could receive the UR without even participating in the allied goal

indeed. That's what I was getting at. To implement something like this, or anything really, they need to decide if the effort is worth the payback. However, only they have the stats to judge how difficult it would be for each addition and to estimate their revenue.

I'd just like them to add in a permanent N7 Pack with a confirmed ultra-rare at the same time as their last MP DLC.

At this point, the plan of action is irrelevant. The fact is, I've seen at least one of these "how to distribute Ultra Rares" threads every day I've come here. That should tell Bioware something. How they fix it - up to them. But it is an issue, and it does demand their attention. They're actually losing players because they can't progress their manifest, which is ironic because the RNG in the packs are supposed to make people want to play more.
