At this point, the plan of action is irrelevant. The fact is, I've seen at least one of these "how to distribute Ultra Rares" threads every day I've come here. That should tell Bioware something. How they fix it - up to them. But it is an issue, and it does demand their attention. They're actually losing players because they can't progress their manifest, which is ironic because the RNG in the packs are supposed to make people want to play more.
People have to consider that microtransactions have done a great deal for this game. The best example is 3 free DLCs. Even if getting level IV consumables most of the time is frustrating, I still think this system is one of the better ones I've experienced for online games.
