[Help]export module, unrecognizable Code in game

My system is Chinese Windows (Windows XP/Vista/7 have same problem.)
Toolset is Dragon Age Toolset 1.01 (English)

We want to design Chinese Module. Because we are The Chinese. 
(Jpanese, korean etc. ASIA Language are unrecognizable Code)
When I export module, it's showed unrecognizable Code in game.

Some question:

1. 
Script export need Englsh system, so I need change "Language for non-unicode program" to English(United States) in Control Panel, but  I named Chinese name of AREA, Level weapen etc., so when we export module, "Chinese" are become "unrecognizable Code".(And some time if we export Chinese module will crash)

The bug is why Script export only in English system?

We need export under local language system.

2.
We find the module when toolset export, is encodeing from local language. For example I use Traditional Chinesesystem, so the module file is encodeing in CP950 ,The CP950 is define Traditional Chinese.
But Dragon age is using Unicode, so our module showed unrecognizable Code in game.

The bug is why toolset can't export module in UNCIODE?

I guess if I set SQL SEVER save data in UNICODE, then module will unicode.

How to set SQL SEVER using UNICODE?

Does any one know how to set SQL SEVER using UNICODE? Or let toolset can save data by unicode?
