Well, that's your opinion. Although I recruited Javik in my first playthrough, I didn't take him with me on missions. (Not until my second playthrough.) In my book, he isn't an integral part of the story. He just provides more lore and understanding. None of which is vital to defeat the Reapers. It only makes the game more enjoyable for those of us who care about the Mass Effect universe.
As for the screenshot, there's absolutely nothing wrong with it. If you refuse Kaiden/Ashley to join you on the Normandy, he/she will then be replaced by a random soldier in this particular scene. I didn't really mind at all that some guy was listening to my speech. Frankly, I didn't even pay attention to him until you guys started discussing it here. So, I guess it's no argument for "this game is incomplete without Javik".
Well not really, anyone but Liara is an integral part of the story in the literal sense. On account of ME lore: Javik, arguably, is the most interesting and important companion or even npc.
Also everything about that screenshot is wrong. Seeing some random generated character during such scene was a total mood killer.

Anyway, Javik is an important character for those who care about the Mass Effect lore. That's indisputable. But he isn't absolutely essential to the story of Mass Effect 3. I mean, if this DLC had never seen the light of day, my experience from the game wouldn't have changed much. Some of his remarks made me think, though.
Again, I wouldn't call it
mood killer because I barely noticed the guy. It's true, however, that BioWare probably shouldn't have replaced
unattending characters with random soldiers. On the other hand, it's possible that the writers didn't want the scene to feel empty if the player lost many teammates in ME2. But my point was that several characters may be substituted, so the issue doesn't affect only Javik. I know what you're going to say next. And before you do, let me reiterate that the game was designed so that From Ashes can be implemented as smoothly as possible. That is also why you can see the soldier replacing Javik even though you didn't download the DLC.
