I am right there with you. I completed the squad goal twice, once on silver and once on gold, and this website is telling me:
"Challenge: Operation Olympus
Commendation Pack Awarded: No
Your account has not been granted a commendation pack for this operation. "

Hurricane III ... the system seems to want me to get the promotional weapons at a nice even rate since I've got all of them at III now bar the Eagle which is at II.
