I see little room to interpret as being able to receive multiple victory packs.
And I see little room for anyone having any sort of reward/incentive/desire to do more than a single mission. With the numbers required for success, it's guaranteed they expect people to play as much as they can and yet they stiff you for that effort (a player that does a hundred successful full extractions versus a player that does one both receive a reward in the same quality and quantity).
If time and effort aren't rewarded (a clear precedent is credits = upgrades = reward for time investment which is well-established at this point), then it's not worth doing multiple times. So they cannot realistically expect the numbers they're throwing at us successively once people get a taste for what's expected.
In an effort to be constructive, they should do two things:
1.) Establish a quality control of the packs based on your mission difficulty (bronze, silver, gold, platinum)
and...
2.) To better incentavise quantity, either
a larger pack based on mission successes (1, 20, 40, 60, 80, 100) or mutliple packs based on one per completion (spammier in nature but effective).
These suggestions in no way diminish the rewards or their intended prupose and successfully reward players for time and effort both (if utilised). Otherwise, anyone with a brain will realise a single pack isn't worth 72 hours of their lives and just do one mission or swear participation off completely due to the lack of compensation.
